In other words, Restore pre-2019 Chinese access to Western high-end chips, while maintain post-Oct 2022 American ban on chip-making equipment to China... and since Western chips have lower price and higher quality, it would keep Chinese OPPO and Vivo dependent and domestics few generations back.
They sorta already do that, the problem is that the US government likes sanctioning end users of chips too. Yeah they haven't targeted everyone but they targeted enough.

Under normal market conditions no one in China would have ever consider ever built their own tools, software and materials when they are easy available in the open market. This are not normal market conditions, this bring challenges but also opportunities for companies and individuals to fill gaps, this is what happen when forces disrupt markets, vacuum forms. China is one of those countries that is a world inside the world, very populous country but overall very science and industrial oriented country, so of course they are going to try not to let themselves kill. That is something that you expect a guy writing in a financial journal to know.

The reality is that under abnormal market conditions and under pressure, innovation could happen and happen faster than anyone expected. And more in very science and industrial oriented country like China. So people shouldn't be surprised when in the near future China come with solutions that nobody predicted because they are not going to let themselves kill.

I case you people bring the conflict interest crap and bla bla bla, Mr. Wennink probably knows the Chinese semiconductor industry probably better than some Chinese themselves. ASML was there when the Chinese semiconductor industry was in pampers.They saw companies rise and fall.

some people have internalized that what ASML and TSMC does "is magic" and no one else can replicate it.

As for the selling advanced chips to china, but denying equipments. Pretty much even the politicians can see Qualcomm is cutting people right now. There is basically no one else more exposed. We will see what happens with Xiaomi's chip development efforts.

Pretty sure the H100 and A100 bans target everyone. The article is arguing for a different strategy than currently exists. But it most likely won’t be effective because of how easily high end chips can be shared between Chinese companies, making it impossible for them to target Huawei for bans if they enable other Chinese companies to buy them.

Is very hard and is a lot of resources but not even close to magical or irreplicable, is based on laws of nature who are very much replicable.

Under normal market conditions were you don't have American politicians clowning around Huawei would had fabbed their chips in TSMC and had buyed billions of US made components, is just easier, but under this abnormal market conditions Huawei has no other options that ramp up their R&D and invest in domestic companies in order to replicate and develop the components and technologies that will ensure their survival.

Is this something that they want to do? No. But is something they must do.
