US Probes Made-in-China Huawei Chip as Alarm in Washington Grows​


(Bloomberg) -- The US government has begun an official probe into an advanced made-in-China chip housed within Huawei Technologies Co.’s latest smartphone, a revelation that’s set off a debate in Washington about the efficacy of sanctions intended to contain a geopolitical rival.

The Commerce Department, which enacted a series of restrictions against Huawei and China’s chip industry over the past two years, said it’s working to get more information on a “purported” 7-nanometer processor discovered within the Mate 60 Pro. The chip was made by China’s Semiconductor Manufacturing International Corp., which like Huawei is blacklisted by the US and restricted from accessing American technology.

Huawei’s quiet reveal of a mobile phone utilizing technology the US has sought to keep out of Beijing’s hands threatens to derail recent efforts of outreach by the Biden administration. The phone went on sale online while Commerce Secretary Gina Raimondo was on a trip to China last week, the latest in a series of high-level diplomatic visits to Beijing.

The debate now centers around whether it represents a failure of US efforts — led by Raimondo’s department — to hamstring China’s tech sector, which Washington fears will give it a military edge. It’s also raised questions about whether the main US mechanisms to do that — controls on exports of key materials, tools and knowhow — need to be tightened.

“We are working to obtain more information on the character and composition of the purported 7nm chip,” a Commerce spokesperson said in a statement. “Let’s be clear: export controls are just one tool in the U.S. government’s toolbox to address the national security threats presented by the PRC. The restrictions in place since 2019 have knocked Huawei down and forced it to reinvent itself — at a substantial cost to the PRC government.”

The Mate 60 Pro smartphone employs an unusually high proportion of Chinese parts, in addition to its main processor, an ongoing teardown by TechInsights conducted for Bloomberg News revealed, a sign of the country’s progress in developing domestic tech capabilities.

US National Security Advisor Jake Sullivan has said he would withhold comment until the US gets more information.

There’s a number of different methods to try to sort of come to an understanding of what exactly it is that we’re dealing with here,” Sullivan told reporters aboard Air Force One on Thursday. “I can’t give you an exact number of days but this is not going to be months down the road. We’re going to want to look at this carefully, consult with our partners, get a clearer sense of what we’re looking at, and then we’ll make decisions accordingly. “

SMIC banding with Huawei on something this impactful definitely has a reason. I am still in shock to be honest. Just the modem on its own is a big thing. The N+2 came out of nowhere and it is apparently ready for HVM. Considering that any SME that can do 14 nm is blanket banned to the country, I believe SMIC believes total de-Americanization to that point is very near. Because they are not going to risk their 40-14 nm business just to make a statement. Unlike Americans keep writing around, China is not into that.
right, modem is huge. so under appreciated. I've seen no article on this at all

Note: Most tools can not be rated for any specific node size, therefore the US blanket ban is broader than many would interpret.

Any reason they can't move AMAT/LAM tool from another fab into SMSC to increase their production there?
Cause for their 28/40nm production, domestic tools are probably validated already, but the Amat/Lam tool are qualified for SN1 process with SMIC.

next year, the 60m/year milestone may be possible..
thanks, i'm not convinced by sub-7nm stuff, but 60m phone sales have been reported quite widely.

I do agree that something is going on under.

People tend to underestimate that a lot of "mature" tools including many Chinese made tools are used across multiple process nodes from mature to advance and multiple layers. For sake, I-Line with mercury vapor lamps scanners are still used in advance chip manufacturing maybe not for the critical features but without them would be really expensive to etch the metal layers of a chip.


People may say "NO, is just a lab experiment" "muh HVM", in reality lot of China semiconductor processes are first developed in collaboration with the ICRD and a lot of tools are certify by them, even ASML has a collaboration with the ICRD. So there is that, this idea that Chinese tools are just for very mature process need to be revised, more and more Chinese tools are going to get verified for advance process nodes.

IIRC, they got the de-americanized 40nm process last year at SMIC & the goal is 28nm this year. SMIC Jingcheng has started production (based on recent earnings call) & I thought Jingcheng is where they are planning all the de-americanized production, so don't know if they are able to do 28nm now.

If they are validating domestic tools for 28n, there is no reason they aren't doing the same for 14nm right now. While former sounds easier than latter, the former also has higher yield requirement since it would need to compete against Taiwanese & Korean fabs. The latter faces no competition & any capacity that you shift over will allow the american tools to be used on 7nm.

interesting Q&A with Guobo electronics. Looks like they have a full suite of GaN products for domestic 4G/5G stations and are moving to support 6G.

satcom is a major new category in 6G and China needs to build a constellation of LEO satellites to support. T/R modules using gallium nitride likely very important here.

Earlier this year, Huawei said it has developed EDA that covered up to 14nm. But we know that Huawei can domestic design chips at 7nm node due to Kirin 9000s, there is also foundry support for the EDA.

Will other Chinese chip maker that plan to fab the products in china ditch western eda to save money? How big a saving it will be?

Bro I can't find the attached post from A-SET circa 2020 in this thread, he described the development of SSA800, A DPP powered EUVL and Huawei having develop a 7nm EDA, hopefully some of our esteem members is kind enough to repost it.
