My android app development knowledge is rusty haven't done it in ages. But Android apps are compiled to bytecode which are run in ART the Android Run Time a virtual machine. By using ART google can abstract away the hardware. Maybe if you made some native android stuff you might need a specific Arm level but i have never worked with native stuff on android..

In rough terms, Android = Java, Android Apps = Java applet. The VMs run on any kind of CPU with different instruction sets.
