I think CXMT is probably the most effected by the sanctions. That might explain their slower progress.

So Chengdu JV with Tsinghua Unigroup was for 55 Billion RMB.
Now, that is a very large space and it looks like BYD maybe investing 16.9 billion RMB on this location. The tools it will purchase is likely a lot cheaper (since memory chips require high capex). Some of the construction capex are also not necessary. It seems to me that BYD got a great deal after the original project fell through. Sichuan gov't was very eager to find a replacement. The Sichuan party chief met with BYD a few months ago to talk about possible semiconductor project. At the time, it wasn't clear what they had in mind. Since work has already started at this factory, I think we will probably see them starting equipment installation next year and starting production here in 2024. This will most likely be their largest fab location. And they would need it to supply the 10 million cars a year that they want to be building.
There was also another aspect to this Chengdu Unigroup project that was interesting and it's the Tianfu semi city project.

It was to have a 12-inch fab for 3D flash memory chips and to carry out the R&D, manufacturing and sales of memory related products. Given that Tsinghua Unigroup also started YMTC, this was likely going to be a second major NAND flash manufacturing base along with trying to get into other part of digital economy. It was quite strange that this just fell apart after over 2 years of construction. Originally, it would've taken even more space and cost 50B RMB investment to create a data research center, a smart city research center and industrial cloud research center and an industrial cloud base. So, this would've been a huge move for them into the industry 4.0.
