Probably older gens but it is still huge. If these news are true, we might see something really competitive in a few years.

I wonder if this is a x86 processor or ARM?

Likely ARM like other phytium processors. The current Phytium D2000 seem almosts comparable to (my) 5 year old i3 if based on some geekbench scores in multicore performance. However each single core is considerable lower, so its achieving performance via higher core count which I don't know how that ultimately would affect a typical desktop user.

A 9k wafers per month factory with 8" wafers and 350nm process. This is what passes for strategic in Europe nowadays. This is a close to 3 decades old process. It is only relevant for a company like Silex which makes MEMS devices. This German factory would likely be converted to produce radars for autonomous cars and the like. Without investors it will likely just fail.

Taking Fengxing GC0802 as an example, the frequency range that this product can support is 200MHz ~ 5GHz, which supports ultra-wide and ultra-narrow bandwidth requirements, and the configurable radio frequency bandwidth can support the range of 12KHz to 100MHz. At the same time, the device integrates 12-bit analog-to-digital converter ADC and 12-bit digital-to-analog converter DAC, built-in programmable analog filter, supports analog low-pass filter with minimum bandwidth of 0.7MHz and analog low-pass filter with maximum TX bandwidth of 50MHz Adapter, RX maximum 50MHz analog low-pass filter. The mixer and phase-locked loop are also integrated inside the chip, and the transmitting part is integrated with a driver-level amplifier, which can output a single-tone signal above 8dBm.

The popular GC0802 adopts the industry's mainstream 10mm×10mm, 144-pin chip-scale ball grid array package (CSP_BGA), the chip register read and write control adopts the standard four-wire SPI, the analog RF power supply mainly adopts 1.3V, and the digital part interface power supply adopts 3.3V V or 2.5V. The product has rich development tools and strong technical support. Fengxing GC0802 SDR RF transceiver adopts direct frequency conversion architecture, which has excellent performance of ultra-low power consumption, high modulation accuracy and low noise. This product is a highly integrated 2T2R transceiver with functions such as image rejection calibration, local oscillator leakage calibration, transmit power monitoring, spurious rejection, and receive channel gain calibration. It supports TDD and FDD, and supports MIMO and other multi-chip usage scenarios. It is used in traditional base stations, microwave relays, micro base stations, aerospace, satellite, radar, unmanned driving and other application scenarios.

Both BTG Labs and Surfx Technologies are american companies. Every single american company and its products are liabilities and must be removed and replaced with either european ones or domestic ones.
If China is serious about responding, they need not remove nor replace them - just seize and steal them wholesale. Should Americans want to go down the national security path, China is more than well equipped to deal with that. Any company that follows sanctions not approved by a mainland court can be considered an US government actor, and if they don't have the appropriate permits to operate in China as official American representatives, their products, monetary assets, factories and IP can be seized by the state.

For now China is just focusing on keeping their companies innovative and independent by not stifling them with heavy handed government interference, but if they get more pressed in the future, there are many options to go force to force with US.
