Why are they creating a US subsidary?
In real life you dominate everywhere or nowhere, if the American goverment doesn't wants their companies to make money in China that is their problem but that doesn't mean Chinese are not going to try to make money from the US market. Chinese companies can't buy the best Lam etching tools but US companies still can buy etching tools from AMEC. So more money and market share to AMEC.

The remembers me of DJI, in 2012-2014 there was a drone company making drones in the US called 3DR, they got their drones included in the ITAR list. While DJI were able to sell their drones globally including in the US, 3DR were able to sell to only a handful of countries, guess who is the dominant player in the US after that.

An adjustment to Washington’s latest export control regime last month is forcing affected Chinese entities to reach out to US officials for end-user checks, according sources briefed on the matter. A BIS delegate from the US embassy in Beijing is scheduled to visit Wuhan this week, according to a source.

As for Xi-Biden meeting, I suspect the Chinese side is waiting for the outcome of the US midterm elections. If GOP sweep Congress well, there's little point talking to a lame duck.
Here are 2 better articles on China semi (mine of course):

Zhaoxin with new KX6000g (4 core) PC chip and KH40000 server cpu (12/16/32 core). Sounds good until you realize it's using 16 nm process, which means it's TSMC's Nanjing fab producing it.

No idea why they have not moved to SMIC or HLMC with this.
There will be a Smic version of kh40000

12 hours ago — New industries at Huawei include private 5G networks for industrial facilities, electric vehicles, autonomous driving and cloud computing.

Yeah brother, notice that every Huawei does, is related to the network. That is going to be faster and more responsive (aka low latency).

An interesting point, what Huawei says the industry has to do going forward, is start setting up standards on how all of the applications are applied with the 5G network.

Setting these standards probably will allow third parties to make other equipment to be used by the factory for example, to improve their experience on the 5G network.

So, this whole 5G revolution, probably is starting to spread slowly into a lot of things, including manufacturing, and the manufacturing of products to improve that manufacturing.

In short, this can snowball quickly.

:D

Meanwhile, the American government is demanding some Chinese companies to have tea with the chip-police.

:oops::rolleyes::p
