If American politicians weren't so stupid and the American system so plagued with inefficiency, they should have held onto the semiconductor card, feigned that the semiconductor trade was sacred so that it was always ensured, then suddenly committed to an all out blockade-sanction against China during a critical conflict giving China nearly no time to react. Instead, America is all interest groups and democrats vs republicans trying to rip each other's nuts out while shouting their plans at the top of their lungs, so they ended up with this slow trickle of escalations, warnings, threats, public debates that gave China plenty of time to prepare. Also, of course, the CCP was brilliant as always, with many state institutions under the radar but much farther along in the tech chain than anyone had initially imagined, causing further miscalculations on America's part.
American give EUV or other advanced tech to China is like America give nuclear weapon/ missile equipment to China so that it can manufacture it and nuke back American and its allies. American is very benevolant to give SMIC/ Cxmt /Ymtc/BOE advanced manufacturing process.
America doesn't give anything to anybody, not even its allies. American created the globalized economy so it can preside and dominate over it. It injected its technology into everything so it can control the supply chain and destroy domestic competition. It was supposed make American pockets rich and give America sanctioning power, but they did not expect the Chinese to backfire their plan, learning from their fishing strategy instead of biting the fishing hook.
If situation is different let say China is more advance than America in semiconductor, China will never share their own technology and done the same thing like america did.
Because seeing America's plan fail, China has to do better.
America share their technology equipment with taiwan south korea, Japan even though taiwan/korea beat them in semiconductor market.
That's not even true; America can beat none of these in the semiconductor market. However, America retains the power to shut any and all of them down at any time by upstream sanctions. They can keep their share of the semiconductor market and not face those sanctions as long as they take a knee to America. That's the plan and it was working until America tried that on China.
Western country like Germany share their car manufacturing tech to China until China now master how to make a car. Apple build their iphone assembly in China that lead to rise of Huawei, Xiaomi, and HP build their factory in China that lead to rise of Lenovo. Japan company like toshiba give China technology how to make home appliance that lead to rise of hisense,haier, midea and other chinese company.
Not exactly true on all counts but the direction is right. It shows how smart China is, learning how to fish instead of eating purchased fish like the fat stupid glut that Westerners hoped China was.
Did you hear? Recently, an American politician invited Chinese EV cars into the US market on the condition that there was transfer of technology LOL. Seems like we all want the same, eh?

They did this to tremendously benefit their own growth; of course, China would not allow them to if it didn't benefit China as well.

Basically, the West tried to get rich while keeping China in need of their tech and subservient to their sanctions. China took the strings-attached deals they offered and outflanked them, getting richer faster and developing its own world-beating technology instead. It is a chess game; China plays wieqi while America thought they were playing tic-tac-toe.
