Yes, SMEE SSA800 28NM DUVL have the same performance parameter with ASML NXT 1980i which TSMC used in making its first 7nm chip.

China imported 635 billion and exported 310 billion, i don't know if that include domestic consumption but 310/635 x 100% is ~49%, if my math is not wrong that is way higher than the 15% figure that you see in Western media.

Yes thanks, for some reason i confused 635 with the overall total. But still way higher than the 15% estimate and 310 is for export so i think that doesn't take into account the internal consumption.

I think the 15% is the value of chips not the number. Some medias just cherry pick to suit their agenda

I suspect the reason why some of these fab announcements in the US are greenfield projects away from existing operations is two-fold
1. Maximize state investment into the project
2. Cancel the project easily without impacting the existing operation if oversupply does occur
