China's railway operator said that the railway network is experiencing a peak in return travel, with a sharp rise in long-distance trips. The complex is a convergence of railway services, including the Shanghai-Suzhou-Huzhou Railway, the Nantong-Suzhou-Jiaxing-Ningbo Intercity Railway and the Shuixiang Tourism Intercity Railway. Combined with the characteristics of Chinese garden architecture, it shows the beauty of Jiangnan, which literally translates into “land south of the (Yangtze) river”.

Unless they are switching lower speed HSR to the faster 350 kph HSR building a parallel track to serve high passenger demand is kind of a waste of money. It would be much cheaper to just switch to two floor trains like the French do in the LGV Méditerranée.

China Railways previously experimented with double-decker train cars on its classic network but phased them out rather quickly in most places due to quite a few issues:
- higher center of gravity reduces ride quality
- the Chinese loading gauge isn't quite high enough to allow taller people to stand all the way up on double decker train cars
- the two sets of stairs in each car slows down boarding and departing, makes it tough for passengers in wheelchairs, and impedes food and beverage sales carts (reducing revenue)
- the aforementioned stairs take up valuable space, so the net seat gain isn't quite as much as one would think

I believe the Chinese HSR carriages are even lower (~4.2m high) than carriages on the classic network (~4.4m high), so I think double deckers on the Chinese HSR network is unlikely
