Having an operational TVC fighter gives the PLA a few enhanced options. First, TVC can be used to allow the J-20 to practice against a TVC-capable fighter, a non-stealth simulation of the F-22. Second, TVC technology, if tacked onto the J-20, allows the PLA to create finless successors to the J-20 which would have further enhanced stealth; essentially being a 5.5th gen fighter in terms of stealth capability. See the X-36. And of course, the J-31 would definitely need TVC for enhanced maneuverability; essentially making it a baby Raptor.

The Su-35Ks, also, have capabilities the J-11D does not. Definitely, the J-11D has better avionics, having an AESA .5-1 generations behind the latest US kit (F-35), but the Su-35K is supermaneuverable and has larger internal fuel tanks, enabling the Su-35K to achieve a longer range.

I think ultimately the PLA would much rather have done 12 planes for pure opfor and research capabilities, but 24 planes satisfies the Russians, as well as extends the PLA's range towards the South China Sea.

they got su-35 because they need the aircraft now. If the aircraft suits their requirements, they could order more. This is not the late 90s where China needed to get new aircraft from Russia so they can learn how to build new aircraft. They are building more advanced aircraft. These are interim solutions.

What makes you think the Su-35 has larger internal fuel tanks than the J-11D?
