The meme is a pun on Lai's name 賴清德, which is similar to the temple of name of the Qing Emperor Guangxu 清德宗, who was probably nothing like Agent Lai, even though both leaders saw the impending downfall of their regime.

So, do you guys think there will be a military parade during this year's national day celebration?
China officially celebrates national day every 5 years but there hasn't been a parade in a "4" year since like 1984.
