Agent Lai is doing his job well. Our brothers and sisters on the island yearns for liberation. The meme is a pun on Lai's name 賴清德, which is similar to the temple of name of the Qing Emperor Guangxu 清德宗, who was probably nothing like Agent Lai, even though both leaders saw the impending downfall of their regime.
