As in that I know of. I've read a few things that people in the institutes wrote. One of the most memorable ones were some guy from a rocket-related institute (I forgot which) talking about the VCE project that apparently had a breakthrough.

I don't know who you are or what info you got access to, but from what I heard (and it's pretty solid), your initial statement on WS-10 performance, it's definitely not accurate. What WS-15 turns out to be, we will have to see.
