Speaking of the WS-18, wouldn't it have been more desirable to base it off of the PS-90A (there should be a way to persuade Russia to sell it instead of the DP-30K).

I am not denying the indigenous design but simultaenously, China can learn from license production. By buying the russian engine, they learn nothing.
Right, but China already has a whole bunch of concurrent projects going on, some of which do involve license production of other jet engines. Why add another one when the WS-10A is still viable? A delay like the one the WS-10A is having may be a setback, but it's not a huge problem and it's a problem China would have had to confront and fix sooner or later if they were gearing towards full indigenous design and production of their own engines.
Don't underestimate the current problem they have in manufacturing side. It could something fundamental like the current manufacturing tech , methodology are not up to par,which will be call for new set of manufacturing tech, new material for parts and new tools be introduced in order to solve the problem. That would be a very time consuming process.
You shouldn't overestimate the problem either. In any case, even if the manufacturing problem is critical, it's a hurdle they wouldn't have been able to avoid. If they can't overcome this hurdle, then there wouldn't be any hope for any future projects anyways.
I think it's more of a matter that they already have so many D-30KP2 and that it is far cheaper than PS-90A, that they are going for KP2. China is not India, it cares more about getting large quantity of stuff that's good enough rather than always waiting for the risky best stuff.
don't underestimate how much they learnt about AL-31F, they do have the world's largest maintenance center for AL-31. If they really wanted to, they could've gotten the license production. But they didn't, because they are trying to improve indigenous production.
