Those build rates are, quite nonhyperbolically, the envy of every navy in the world including the USN. And the PLAN is getting all of those ships for less than a billion USD combined:
~2.4 billion yuan for two 071s, ~1.7 billion yuan for the 054A, and <2 billion yuan for the two 815A totals to <6.1 billion yuan, or <970 million USD. I'd hazard the USN is even more envious of the PLAN's cost effectiveness and cost control than their already enviable build rates.
