Surveillance ships not sure of its a new launch

Not sure if it is new.
But it is the same class (Type 815) as the ones shown in the first page of this thread.
They had the 851 and 853, and I believe they were building 2 or 3 more, so it could be a new one.

Reason why I think it might be new is because it's sitting behind the Type 071 LPD
Previously I think a Type 054A was in its place
