What is this in reference to?
He must be referring to the manufactured goods consisting of mostly Chinese components but only final assembled in Vietnam/Mexico/etc. to circumvent certain Import curbs.

Some Chinese consumers believe that the hairy crabs from the Yangchenghu Lake taste the best. But the lake is small and the production has not been able to meet the demand for long. The market price for Yangchenghu crabs are thus much higher than hairy crabs produced in other waters. Crab sellers and restaurants serving crab meals have been caught labelling crabs from somewhere else as product of Yangchenghu to scam the unwary consumers. The term "Yangchenghu hairy crabs" has become a meme in Chinese to mean counterfeit products, in particular those that, while not the real thing, are not the broken/defective on arrival kind.

I find this reference inappropriate. In the hairy crabs case, the sellers were breaking laws by selling counterfeit products. In the other case, no law was broken. Those exporters were just using the loopholes in trade barriers of the destination countries.

If we insisted on using the Yangchenghu hairy crabs meme to make a reference in international trades, it should be compared to goods completely made in China, shipped to Mexico, had the "Made in China" stickers replaced with the "Made in Mexico" ones, trucked through the US borders and sold to the US consumers as Mexican products.

What if these crabs were 'bathed' in the lake for 2 days? Are they 'not from Yangcheng Lake'?

What if the iPhone at 10 screws finalized in Vietnam? Are they not made in Vietnam?

This is for the tariff collectors to decide, isn't it? Thus a loophole as I said.

What you claim to be loophole is a legal business transaction. If you disagree you should try and get the laws changed.
