tbh China could easily stimulate growth in the AC market if it stipulated and incentivised that ACs which are more than >10years old should be replaced.

you could gain multiple wins with this. increased energy efficiency -> better climate policy / lower constant/peak electricity demand. and it would also stimulate the local industry.

in fact I think such policies should be made for all household products which consume electricity. replacing them every 10 years would be beneficial for the people (increased quality of life, lower electricity bill), for the industry, for climate, for government (lower energy costs).

I don't think current AC technology produces an appreciable jump in efficiency to warrant proactive replacement policies, unlike EV. Correct me if I'm wrong, but all the reports of new technologies that give 30 or 50 percent improvement are just that. No commercialization.

Are AC in China heatpump and can do cold and heating and with Coefficient of Performance (COP) ~4 or efficiency ~400% ?

okay, China need to move away from that old technology and heatpump is a way to go for energy efficiency. Perhaps subsidy from central govt for heatpump (?)

Wait, but correct me if I'm wrong, the EER for heat pump that compares favorably with conventional AC is only for heating. For cooling, it's not better. The advantage is that it can do both and is more efficient than a radiant heater.

AC is unnecessary in China which is temperate and subtropical, not desert like half the US. Even in Europe only 10% of households have AC compared with US at same latitude.

that is completely not true. Why do you think Xiaomi invested so much money into smart ACs?

Here comes the second round of consumer rebates on household major appliances to improve energy and water efficiency. Each qualified item can get up to 2000 yuan discount. It will be funded by the central government in this round, while the local governments can chip in as needed.

通知提出各地要统筹使用中央与地方资金,对个人消费者购买2级及以上能效或水效标准的冰箱、洗衣机、电视、空调、电脑、热水器、家用灶具、吸油烟机8类家电产品给予以旧换新补贴,补贴标准为产品最终销售价格的15%,对购买1级及以上能效或水效的产品,额外再给予产品最终销售价格5%的补贴。每位消费者每类产品可补贴1件,每件补贴不超过2000元。鼓励地方采用支付立减、发放个人实名代金券等不同方式,尽快让真金白银的优惠直达消费者,提升消费者享受补贴体验和获得感。
