Brazilian parliament, politicians, his allies and even his cronies don't hate Huawei or China. Bolsanaro is just a white supremacist and follow the cue from Trump. However, unlike the US, Brazil or Brazilians are just indifference to the rise of China. China has very little to do with them. Bolsanaro isn't getting much extra votes for being anit-China. So monies prevailed in the end.
It is way more nuanced than this. Remember his government wanted to sell Embraer to Boeing. Basically handing out his civil aviation industry to the US on a silver platter. His government is only behaving like this because of the upcoming elections.

His allies are mostly conservative and pro-business people. Selling Embraer or even Petrobras or other State firms don't matter to them. As for China, it is mostly due to his allies are made up with big farmers and mining companies. That's why his anti-China's message is going no where. His allies wouldn't enact any of his anti-China policies.

More importantly, Bolsanaro can't rally his base with anti-China messages. Average Brazilians just don't really care about China or Chinese. Brazilian election isn't about China. Bolsanaro needs to answer his poor performance in covid and economy.

Lula is more nuanced but he was already "softcouped" before and it can happen again. Remember that the Monroe Doctrine never ceased to exist. It will be hard for the US to tolerate a Latinx America that is leaning towards China.

If the larger geopolitical environment continues to deteriorate, energy security might trump climate concern, and the climate goals can be at risk of slipping. This is true in China as well as in Europe.

Seems like according to Li's report a 5.5% growth target has been set for the year

I'm glad it wasn't set at something like 5% but still, I think it's going to be quite hard to hit. Might be higher in USD terms due to the strengthening currency we're currently seeing

That truly is the bottom line.

All of South America was going to use Huawei 5G. If Brazil does not do it, they will be left behind.

Bolsanaro made some noise, but he did that before when he campaigned to be leader.

Just anti-China anti-communist political stunt to gather votes, and since no one cared, because the state/provincial governments seem kind of powerful in Brazil, eventually they will do the right thing for themselves, for Brazil.

China and Brazil trade going straight up!

Nothing was going to get in the way of that.

But for street cred, ya gotta look tough.
