China should just buy more natural gas and oil form Russia, rather than nuclear power, as China already has the technology.
China is either at the leading edge or leading in commercial nuclear tech now. However, it's level is not overwhelming. I think this is largely political, but also partly technical. Russia's VVER reactors are known to have passive safety mechanisms built-in that other 3rd gen reactors don't. I believe the thinking is that China can learn from this design and perhaps incorporate it in future upgrades of Hualong One. Imo, it would have been a better move to cooperate on the BN-800 4th generation reactor technology and I am sure China brought it up, but that is a potential future crown jewel for Russia.
If I'm not mistaken Russia actually has quiet advanced tech regarding miniaturized nuclear reactor. They made a floating one some years ago, not sure how China is progressing with that technology.
Also people shouldnt forgot Russia is a nation of 140 plus million citizens that is a huge marker. It's Germany and France combined in market size. Sure the rubel has shit exchange value at the moment. But then again those EU nation didn't have to start from almost scratch after the fall of the soviet union.

Russia only has consumer spending of $800 Billion.
France is $1400 Billion
Germany is $2000 Billion
So you can see Russia is about 4x smaller than the combination of France and Germany.
It breaks my heart that America is where it's at with former presidents like Obama subtly suggesting "restrictions". That's code for restricting the speech of conservatives. The ubiquitous gaslighting in America is straight out of Propaganda 101 and it comes from all sides there. What is most disturbing imo, is the lack of empathy and understanding that such a toxic environment has caused in the younger American generations. I really don't understand how bare facts can be ignored so easily just with rhetoric only because the rhetoric is repeated over and over and over and over. It's like America has been taken over by rival cults, each with their own cult ideology. The brainwashing is incredibly powerful.
I just realized there was already an agreement for technical exchanges with Russia for China's 4th gen fast neutron reactor that was signed at the same time as the VVER 1200 3rd gen reactor contract. This was back in 2018, but the pouring of concrete for the VVER 1200 reactors were only ribbon cut this week.

Some Westerners just want others to live in subsistence lives. They claim it is better to remain in poverty in order to preserve culture and custom no matter how these culture and custom are incompatible with modern living. I see it as a way for the Westerners to suppress and oppress developing world for making these people perpetuated poor and live by the handout from the West.
But the US is a "melting pot" of cultures. Everybody needs to learn English in the US and assimilate into US crappy culture.
