I wonder how can beijing be one of the most competitive cities in china with this kind of air? talented people must be flying away from this city as soon as they can.

Two words: work availability.

This is what I call "domino" traffic jam. Believe me this is just small case compare to what we see every day in Phnom Penh. There is also "S" shape traffic jam in Phnom Penh which happens almost daily basis.
