Cambodia, up to today, is still one of the countries that doesn't have enough electricity supply. We used to have 3 to 5 hours power off daily during hot season last year. The electricity price is 800 riels (about 20 cents US) per kilowatt in Phnom Penh and is about 2000 riels (50 cents US) in some provinces. According to a report, Cambodia can produce electricity only 40% of its current needs, the other 60% needs to be imported from neighboring Vietnam. China has been helping Cambodia building more and more hydroelectricity plans to supply its electricity needs. One of the biggest hydroelectricity plan being researched is the Lbak Khaun on the Mekong river which is said to be able to produce electricity up to 3000 megawatt; however, this plan is being apposed by the downstream Vietnam in the fear of seawater intrusion.

Here in the US in general we do have the occasional brown outs. But seldom anything like you describe. When I was stationed in the Philippines in '75 to '77 power outages were very common. To common in fact.

I was in NYC during the major blackout in 2003.

By the end of 2013, the Cambodian government put into production two electricity factories; one hydroelectric and the other by charcoal. EDC (Electricité Du Cambodge or Electricity of Cambodia) also had announced that there will be no more power shortage. Since then we have brown out once a while due to technical problems. From now on, it's hot season again which many families, including mine, will turn on their their air-con. We'll seeing if the EDC can keep their promise. By the way, the government of Cambodia announced that they'll never adopt nuclear power plan.

Imagine the blackout of 2003, what would people do if they live in a high-rise building? A hundred floors to climb, what a nightmare!!!

I was visiting my mom at the time. The building my mom lived in is 26 stories high. She lived on the 4th floor. Honestly most folks just stayed at home until the power came on.

Now 100 floors is crazy, but I live on the 22nd floor and we regularly get false fire alarms. Fire alarm = no elevator. I've climbed those 22 floors many times. It's not as bad as it sounds.

We had a black out that lasted about 5 days back in 2008 during hurricane Ike. We were expecting a power outage even before the hurricane got to us, but I got to the grocery store late and the shelves were almost completely wiped clean by the time I got there. I managed to grab only 2 cans of tuna... So we survived those 5 days on chocolates, cookies, instant noodle, tomato soup and those 2 cans of tuna. We live about 90 miles away from Galveston. So we don't actually get flooding like the actual downtown Houston. The most damage we expect comes from >100 mph wind that would knock down trees and power lines, etc. So our hurricane kit used to be empty all the time since we don't actually expect a lot of damage. However, hurricane Ike did some serious damage and knocked down a lot of trees in our neighborhood, which led to the extended power outage. On the fifth day, we found a Starbucks on FM 1960, which is outside of the outage area, to charge our laptops and phones, etc and happened to find a Subway next to it that was actually still open. Man Oh man! We never knew a Subway sandwich can taste that good...

Any of our Houstonians experienced Hurricane Rita? We were stuck on the road in a city-wide evacuation and managed to cover a whopping 12 miles distance in 15 hours. :(:(
