Where they are today is probably not where they were five years ago in terms of organizational practice. He’s taking a shit on SOEs but it’s not like Chinese private firms are any better about the sorts of things he’s griping on. As my Fudan economic development professor once pointed out, the Chinese JV experience very quickly exposed to policymakers that absorbing technical knowledge wouldn’t be the problem for Chinese industry advancement. It was the organizational knowledge that was harder to pick up and diffuse.

Tbh that wouldn’t surprise me. This initiative will live or die on the quality of management, but the people running the show know that.
