This looks like a briefing on a SEAD exercise from the Indus Shield 2023 exercise. You can see two CM-400AKGs (released by JF-17s) in the process of climbing to higher altitude and on their way to attacking enemy air defense systems.

Is CM-400 an anti-radiation missile? And by extension, is its domestic counterpart YJ-12 used for SEAD?

Yes, both CM-400 and YJ-12 have anti-radiation capabilities. But the YJ-12 is simply too big to be fitted onto fighter jets, so the PLAAF's fighters still use the old YJ-91 for SEAD, whilst the H-6K uses the YJ-12 for the same purpose.

If JF-17 can fit CM-400, why can't J-16 fit YJ-12?
