I guess it reduces weight and therefore fuel use and maintenance requirements, equals less cost over the fleet?
Hmm but aren't their skirts mainly rubber? Would it affect them that much?
Personally, I think it may be because the PLA Army has long trained for large-scale, high-intensity conventional warfare. Compared to security operations or urban warfare like in Russia and Ukraine, traditional conventional ground combat may have lower requirements for protection and perception against all-directional threats.
don't overthink it, it is simply because they don't want to do the work of putting the skirt on then take it off again for maintenance and cleaning every time they go out. similar to how soldiers will omit putting plates in plate carriers.
