Central Theatre Command if I'm not mistaken, and I think I saw a ZSD-86 there. Some old equipment in this formation.
Apparently, quite a bit of old Type 096s and other old mechanised equipment from the late 90s and 00s is going to be replaced/already replaced by Type 99s hence Type 99B and ZBD-04Bs are going to be in production for a while to fill up the numbers while presumably next generation equipment gets finalised.

My guess also. Previously some basic ZTZ-96s were also seen with a CITV, and that was some years ago. I don't believe those were ever seen since either.
According to Guancha Trio's newest podcast, these 96As belong to the brigate facing the Taiwan theaters, thus they got higher priorities in preparing for the future ATGM rich combat operation.
