At the prices C17s are selling and become reliant on US maintenance & spares ? No way, even if they allow sales to China, buying old Il76s & invest the money on Y20s is a better deal.
Can A400M take off with a T99 MBT ? If not, forget it. That's PLA minimum requirement for Y20.

Russia may resume production of AN-124 in the next few years, so buying the Ruslan off the shelf is a much better option if they need a few large transports.

Think industrial policy. Developing large transport will help them gain experience in developing large airliners. While China will buy large transports if they are available, chances are that China will develop its own eventually.

Would it accelerate the developing domestic industry if China bought the rights to produce it under license to say AN-124 in order to reverse engineer it a la Su-27?

I doubt Russia would sell its rights though.

Isn't that old news? China forbid Hongkong Airline's A380 purchase last year resulted in a blanked out space on the A380 demo plane's array of airline logos.

From the very beginning of flight the engine was the crucial component of the aircraft. If the Ukraine had agreed to the license production of the engines for AN-70 I'm confident that the aircraft too would have been license built in China. The engines for aircraft like An-124 are further in China's future.

not sure, I think they took a long hard look at AN-70 and AN-124 and decided that they did not want it. They found AN-70 to be too risky of a project I guess. Looking at it now, I think the biggest mistake they made was not just accepting the Kazakhstanis when they basically offered IL-76 production technology to China, because they wanted to develop on their own.
