It does look like China is prepared to ramp up its space budget (as it has been deemed critical infrastructure) in the coming years to match SpaceX and also across the entire spectrum of space technologies.
CNSA never disclose their official budget but from western source 2022 budget was US$12 Billion..
take this US$12 Billion as 85.50 Billion RMB.. we have 100 percent local supply chain. it is absolutely useless to count Dollar in mainland. and this 85+ Billion RMB is a lot money in China considering our production cost and inflation rate.
another point, in-case if CNSA thinks current budget is insufficient. they will inform respective ministry and in next meeting budget will approve after evolution with respective parties.. it will not take years as you said above. we don't work like NASA.

regarding infrastructure , work is already going on with full speed. expanding launch facilities , all private and state owned enterprises expanding high thrust engine production/testing stands.
this year total 10 private rockets have launched. in which 9 were successful. these private players have big future plans regarding number of launches and reusable platforms.
