From what I could find, that pic should be of current progress on Hughes Reef / Dongmen Jiao? The existing structure looks like Johnson South Reef but the shape of the new island does not compared to previous pics.

I think that the first picture is a more recent close up of the top left hand corner of the full Island pic. The second island shows the forming of the new shape still submerged, while the top picture does preserve the original pointed cartography through relief.

I think they are two different islands. If you take a close look at the original buildings in the pictures, you will find out, that one building is on one corner of the island and the other one is on the opposite corner.

None of this started until Obama's pivot announcement. The media at that time even said that the pivot came about because of China's snub to Obama at the UN Copenhagen environmental summit where the Chinese sent a low-level official and not Hu Jintao to meet with Obama. And just like people won't acknowledge this all started after the Pivot to Asia announcement, they're not going to acknowledge what Obama saw as a snub at Copenhagen was because he was setting up China to blame for the summit's failure in order to prevent the eventual blame on the US because Congress was never going to ratify anything agreed at Copenhagen.

China should offer a cease in activities and a reset on relations to any country who comes out and admits Obama pushed for these tensions to happen to make China look like the aggressor so his pivot would be more acceptable.
