China can and will step in.

But that also means that Singapore will have to switch allegiance to China. That entails a lot of things, and I am sure that the Minister of Defence has at least a good idea of what that means

What does it mean to "step in?" That's an ambiguous term which can apply to a wide range of actions. But abandoning noninterference in favor of US-style interventionism would be a huge mistake, and one which I think Beijing is very unlikely to make. Just look at what overreach has cost the US. Getting involved everywhere with bases and commitments and responsibilities is not sustainable.

I would expect far more of a low-key and hands-off approach.

We are one of their officials training ground and partner in 3 major city development projects in China.

Right, it's perfectly correct to point out that Singapore is of special importance to China thanks to its geographic/cultural/etc significance. But Ng Eng Hen was not asking Singapore in particular; he was asking about the "global commons," which is a far larger category.

Let me end by asking questions – who, if anyone, any one country or region or bloc, can step in if US declines to protect the global commons and how effective, and against what resistance.

The 'step in' in is to stop piracy and the potential conflict between Malaysia and Singapore. China can offer guarantees to both issues without needing to base troops in Singapore unlike for the US who is geographically distant.
