why would it be a cope?

I've never had an issue with other countries expanding the reefs or islands they control? those "islands" are not all that meaningful to China's security situation. It's other people that are really care about it.

The island expansion projects were always aimed at dominating SCS. And if Vietnam is doing more of it, then they should have no objection if China resumes its own island expansions. Vietnam expanding island in SCS poses no real danger to China.

Have you considered the possibility China doesn't want to build more islands right now, and Vietnam is forcing China's hand. Personally though I'm in favour of building more islands, just pointing it out.

If it doesn't want to build more islands, that's fine too. But as we've seen from other photos, they are still improving and making upgrades to islands in SCS. It would be silly to not do more work. Maybe it won't be as dramatic as 5 years ago.
