Philippines urged to abide by ‘provisional arrangement’
China shows goodwill, reiterates positions over Ren’ai Jiao
Manila is being urged to abide by its promises after China and the Philippines reached a "provisional arrangement" on managing the situation at Ren'ai Jiao, or Ren'ai Reef in the South China Sea.

It remains to be seen how the arrangement is carried out, Chinese analysts said, warning against the Philippines' tendency, with US support, to invite more countries into the sensitive waters to give Manila greater bargaining chips.

Note the wording.
If the Philippines were to send large amounts of construction materials to the warship and attempt to build fixed facilities or permanent outposts, China will absolutely not accept it and will resolutely stop it in accordance with the law and regulations to uphold China's sovereignty and the sanctity of the DOC.
So large amounts not allowed, but presumably small are allowed.
Fixed or permanent not allowed but presumably moving or "temporary" facilities are allowed. Now what is temporary or not, Philippines can turn black to white and China can turn a blind eye saying it's temporary.

Maybe the wording was always like this, but I don't like the specific words and phrases used here

First resupply under the new agreement was completed today without incident.

Chinese and Filipino statements continue to disagree over notification.

"The entire process was monitored by China Coast Guard. China had been notified of the resupply before it was carried out. After confirming on-site that the Philippine vessel carried only humanitarian living necessities, the Chinese side let the Philippine vessel through," read the statement.

My guess is that the same radio conversation is being characterized in two different ways.

A top Philippine security official told The Associated Press that the Chinese and Philippine coast guards communicated for coordination Saturday, and their ships did not issue two-way radio challenges like in the past to demand that each other’s ships leave the shoal immediately.

However the more interesting discrepancy is that Chinese statements consistently specify no construction material, whereas Filipino statements never mention it at all. This continues the same pattern from the disputed agreement, whose text is still secret.

China’s foreign ministry also said Beijing will “resolutely stop” the Philippines if it were to send “large amount of construction materials to the warship and attempt to build fixed facilities or permanent outpost.” Manila’s statement didn’t address this particular issue.

My guess is that they've returned to the prior gentlemen's agreement, whereby the Philippines informally commits to not reinforcing the ship. There is fear of that in Manila too, since the deal was kept secret. It's noteworthy that DefSec Teodoro, a known hawk, was not part of the negotiations.

The media has been asking the DFA to release the arrangement in full — after all, it concerns regular missions to the BRP Sierra Madre that often turn violent.

There was no sense of jubilation among officials, at least in the Philippines, after the agreement was announced. No public comments were made as well — the Philippine Coast Guard deferred all comments to the DFA, and Defense Secretary Gilberto Teodoro Jr said he’d yet to be briefed on the arrangement, and therefore did not want to comment.

Even if we entertain the assumption that CCG unilaterally backed down (and the Philippines conceded nothing), then why bother with any deal at all? CCG does not need to consult Manila to stop (or start) using water cannons, and if they received nothing in exchange then it's surely better to leave things open-ended instead of committing to a formal agreement. There is no need to obtain Filipino agreement to stop retaliation because their whole "assertive transparency" strategy is based on publishing events; if CCG unilaterally stops, then they obviously have nothing to publish.

It stands to reason, therefore, that the Philippines conceded something in exchange for reduced pressure. And the most likely thing, based on the behavior and statements observed afterwards, is a commitment regarding construction materials.

I remember seeing the DFA plan was to make a publicly available notification of supply without directly providing prior notification directly to China.
