However, if I were to venture a guess what presidential-hotlines has happened, it is a way for China to tip the balance toward lowering the temperature and deescalate, at least for now. And presents a way for Marco's government to say to its people that a diplomatic resolution is being worked on and is "... probable..." and MDT is not the only way to go. But we all know that balance probably won't last and soon some crisis will happen again and things will turn ugly and the same outrage-escalate cycle will happen again.
