China navy to stage drills in western Pacific

BEIJING (AFP) – China said Thursday it would conduct naval training drills in the western Pacific later this month, state media reported, amid lingering fears among Beijing's neighbours about its military ambitions.

The exercises will take place in international waters and are "not targeted at any specific country", the defence ministry said in a statement carried by the official Xinhua news agency.

The ministry did not offer further information about the location of what it called a "regular" drill, nor did it say which ships would participate.

Military observers are keenly awaiting the launch of the country's first aircraft carrier, which is currently based in the northeast port city of Dalian.

Earlier this week, a top official in China's People's Liberation Army gave the first confirmation of the existence of the carrier, in an exclusive interview with the Hong Kong Commercial Daily.

Chen Bingde, chief of the General Staff of the PLA, said the 300-metre (990-foot) refurbished Soviet carrier "is being built, but it has not been completed", without elaborating.

Qi Jianguo, another PLA general staff official, told the newspaper that the carrier would not enter other nations' territories, in accordance with Beijing's defensive military strategy.

"All of the great nations in the world own aircraft carriers -- they are symbols of a great nation," Qi was quoted as saying.

China is involved in a number of simmering marine territorial disputes with its neighbours.

It has claimed mineral rights around the disputed Spratly Islands in the South China Sea, and argued that foreign navies cannot sail through the area without Beijing's permission.

In April, Admiral Robert Willard, head of US Pacific Command, nevertheless said China's navy had adopted a less aggressive stance in the Pacific after protests from Washington and other nations in the region.

As the PLAN modernises and grows in capability, such exercises beyond the 1st Island Chain is likely to become increasingly "routine".

As much as I would like to talk about the Spratly Islands dispute, the moderators have closed down multiple threads relating to it and warned about creating future threads. So, until we hear otherwise, we should be cautious.

BEIJING – China has dispatched one of its largest maritime patrol ships on a first-ever visit to the Southeast Asian city-state of Singapore amid a spike in tensions over disputed territory in the South China Sea.

The Haixun-31 left Wednesday and will stay in Singapore for two weeks of exchanges on search and rescue, anti-piracy and port management operations, Chinese state media reported Thursday.

Similar ships have been accused of harassing foreign shipping in the South China Sea, including U.S. Navy surveillance vessels.

China, Vietnam and the Philippines have traded diplomatic barbs recently over claims to the resource-rich South China Sea and its island groups. Vietnam's navy conducted live-firing exercises Monday after accusing Chinese boats of disrupting oil and gas exploration in its waters.

Despite the allegations of harassment, China's Foreign Ministry on Thursday reiterated claims that Beijing has no interest in asserting its claims by force.

China is "committed to maintaining the peace and stability of the South China Sea and the relevant countries," spokesman Hong Lei said at a regularly scheduled news conference.

China proposes direct bilateral talks in which it can bring its full size and influence to bear on its much smaller neighbors. It has rejected multilateral negotiations, especially those involving the U.S. or other outside players.

The 3,000-ton, helicopter-equipped Haixun-31 is 370 feet (112 meters) long. It's one of two vessels of that size belonging to the Maritime Safety Administration, one of five nominally civilian agencies tasked with overseeing China's interests at sea. All those departments are undergoing major expansions as Beijing moves to assert its territorial claims and economic interests in both the South China Sea and the East China Sea, where it has territorial disputes with Japan and Taiwan.

In coming years, three dozen vessels will be added to the fleet, an unnamed official with the State Oceanic Administration, another of the five agencies, announced last year. Defense experts say the People's Liberation Army Navy, which is also undergoing a thorough upgrade, has been gradually strengthening its command over the maritime patrol agencies, boosting their armaments and improving coordination.

I seem to remember they converted some of the older ships like Ludas into the MSA, is that true?

They transferred an old 051 to the Fishery Administration (one of the 5 coastal agencies of China). I think it became the Fishery 311.

They also transferred two old 053 frigates to Coast Guard.

So, we just states, not comments. Here's a statement:

This Haixun 31, is newly built, not some transferred veteran.

The way she gose, she gose for patrol, not transit.

The English newspaper of where the destination she gose, don't really differs from #378's referrence (of which I made a little bit comment at #379); while the Chinese language newspaper of the same place, "woos" the would-be-guest with a lighter tone.

So dear members across the world: urge your local media corporations to set up Chinese language newspapers, and play this same trick, so that became "everybody's friend".
