Chinese milk-producer Maiquer under investigation for overuse of food additives: regulator

Dairy product firm Maiquer is currently under investigation for the illegal use of food additives, a local market regulator in East China's Zhejiang said on Sunday, noting that it will deal with the case seriously in accordance with the law, announcing investigation details as soon as possible after further results are made public.

The announcement came as two batches of Maiquer's milk were found to have excessive amounts of propylene glycol, market regulators in Qingyuan County, Zhejiang said recently.

Preliminary investigation and analysis show that the detection of propylene glycol in Maiquer pure milk was caused by the excessive use of food additives and flavors in the production process.

According to Chinese food law, propylene glycol is an approved food additive and a permitted solvent in synthetic food flavors and food flavors, but the country has set a maximum usage limit, while the additive cannot be used at all in pure milk.

Maiquer apologized in a statement on Sunday afternoon, saying that "unqualified products were due to failure in cleaning up the product tank line of modulated milk," after the preliminary investigation of the company.

"The unqualified products are caused by the company's failure to effectively clean the residual modulated milk in the product tank line during the production switching process of pure milk and modulated milk, resulting in legal food additives, including propylene glycol, from modulated milk and ingredients into the pure milk," read the company statement.

"We will cooperate with relevant government departments to further investigate on the case, and will announce the result to the public in a timely manner," it said.

The local market regulator has already sent a special investigation team to the company, which is based in Northwestern Xinjiang Uyghur Autonomous Region, to conduct inspections, and have urged the enterprise to immediately stop milk production, and promptly remove, seal, and recall substandard products.

In light of the Maiquer case, the State Administration of Market Supervision has also organized a sampling inspection among 23 batches of samples of pure milk produced by 14 companies with high market shares, propylene glycol was detected in six batches from Maiquer, with between 0.264 grams per kilogram and 0.363 grams detected per kilogram.

The State Administration for Market Regulation asked the Xinjiang market regular to identify the extent Maiquer's violations as soon as possible, investigate and punish the firm strictly according to the law, and publish the investigation and punishment results in a timely manner.

Dairy products accounted for 64 percent of Maiquer's revenue last year and 68 percent of its earnings came from outside Xinjiang, according to a report from domestic news website yicaiglobal.com.

Maiquer's net profit shrank 65 percent last year from the year before to 18.5 million yuan ($2.8 million), according to the report. Revenue, though, jumped 30.9 percent to 1.1 billion yuan ($164.3 million).

Some local officials have problems with their work style, which is a manifestation of their flawed views and mistakes in decision-making, said Zheng Shanjie, Party chief of East China's Anhui Province, at a quarterly meeting of 16 cities on Saturday, according to media reports.

Zheng also mentioned the example of a county in Anhui Province with a small population and low economic size where a road with 12 lanes was built for a few cars running on it, and remarked that such vanity projects are the typical embodiment of some local officials' wrong ideas and decisions, according to media reports.

Although problems and phenomena exist only in a very small number of officials, they have a negative impact on the people and society and must be paid attention to and eradicated, Zheng added.

The Party members and officials in the province should not only make achievements that the local people can benefit from, but also focus on areas such as education, medical treatment, urban underground pipeline construction and improvement of the inhabitation environment in rural areas, so as to truly benefit the local people and pave the way for future generations, Zheng was quoted as saying in the media report.

Zheng also stressed accountability, saying those officials who fail to implement the central government's decisions and work requirements and harm the public's interests should be investigated and held accountable, according to the reports.

Anhui's GDP growth rate is expected to be higher than the national average in the first half of the year, and the steady economic operations in the second quarter have been further consolidated, media reported.

The central government has launched a series of campaigns against "vanity projects" these years, with the Central Commission for Discipline Inspection publicly replying to netizens that such actions damage the property and interests of the state and the public, and will continue to intensify the fight against formalism and bureaucratism.

Like yourself said, 1980-2010.

Sure its not like it has magically and immediately disappeared in 2010, but since then things have become better (more corruption purges, better centralisation etc.).

We still have seen smaller local governments of basically no name places having/being a problem, but I see that everything is overall moving towards a better future.

We still have seen smaller local governments of basically no name places having/being a problem, but I see that everything is overall moving towards a better future.
Some people believe that the CPC Central Committee should give a serious and open evaluation to some major decisions during this period (such as family planning and privatization of state-owned enterprises).
In the most chaotic and fragile 1990s, the price paid by the people was too high, and it was necessary to write it in history.
