Not sure what you mean. Can you give an example of where China's policy is vague and a counter-example of when another country did it "coherently"?

China's international policy is based on mutual respect and mutual benefit. Nothing vague and incoherent about that.

This policy objective fails whenever some counterparty, primarily in the west, are unable to accept this simple principle. Nothing other than capitulation will satisfy them and that does not conform to China's policy. And this is where things stand unless you have some other suggestion.

It is like when PRC say they never meddle in other countries internal affairs. We know it is not true.

Why you suppose that counterparty should accept your policy? Just because you say your policy is based on mutual benefit doesn't mean that others will have to accept it. benefit does not mean the same thing for every country.

International Relation are governed by realism not idealism or optimism. Why should anyone accept something not in its interest?
US want North Korea without nuclear weapon, but not going to happen.
