Is there any operational reason they would need to do that? There isnt anywhere that a Hainan launched ICBM would be able to reach where a launch from the mainland would not.

it is for the test into the Pacific. But it also tests amphibious deployment of TELs which could be useful for i.e. landing DF-21s on the SCS bases.

I guess a launch of MRBM could threaten a bunch of choke point bases, done from SCS islands

Hainan has an existing launch site for space rockets which means it has radars and other transmitters to collect boost phase telemetry

The RC-135 was flying near Shanghai that day. Maybe there is some tricky action in northern China while the actual launch is in Hainan.
