Does it generate more Pu-240 (which would require more frequent fuel changes)?Technologically you are right, graphite moderate is far simpler in design but these reports generally said that graphite moderated reactor produces WgPu far slower and less concentrated than breeder. As a result, one needs to constantly reprocess the low burnup spent fuel, requiring a reprocessing capacity China doesn't have.

You could check satellite image regarding new round of 404 expansion if you want but I suspect one can find anything determining there.
