The chart is not accurate. When they say get old before getting rich it usually means that the working population can't support the old/retired people
What worries some people most is that China will get old before getting rich. However, China will get older while getting richer.
Anyone with Asian parent(s) already knows, the government doesn't have to step in to convince parents....I think one important idea is that there is a need to reverse the idea of a single child household, and create societal expectations for 2+ children. Promote films and media that depict sibling interactions and large happy families. Romanticize it and make it feel like something that will enrich the quality of a child's family life. Consistent messaging, normalize it.
The government should get the elderly in on it, have them hassle their kids about giving the family more grandchildren . Social pressure in China is a powerful and self-perpetuating force.

The sudden "generational" change is still surprising, though. No one to my knowledge has really analyzed why the drop in marriages - and then TFR - were so sudden. The former is especially surprising because a nation's culture does not just simply go from being "family oriented" to being "radically individualist" in just a few years. The only thing I can think of is the proliferation of certain social media influences. Or a rapid increase in material circumstances (like housing costs). Given the tendency for Chinese families to demand a house before marriage, a sudden drop in the amount of housing purchases could signal a major collapse in marriages, but I don't recall this happening in the time window you specified.The data doesn't tell us the answer, but clues can be found in the general low fertility rates across East Asia, which got worse in the late 2010s. In my view there must be a hidden cultural change going on in East Asia where a perverse form of Western individualism/selfishness is taking over and quietly replacing traditional family based culture.
