During the Kosovo War NATO fighters hit even what they suspected were decoys because they had to be sure. So it does work especially since a lot of Serb armor actually survived at the end of the conflict.
I'm aware of that but that's over a decade ago and the various types of sensors have only become more available and sensitive. I guess depending on the cost of a decoy vs the munitions used to destroy it, it might still be worth it even if it only works occasionally.
