Definition of 'make sure' is important. Make sure may include allies to prevent rebuilding, as being allowed to rebuild is an uncertainty that is to be prevented. It will be imprudent to allow Japan, Australia or India to dominate after such a devastating war, so there needs to be sufficient deterrence to encourage their non belligerence and if deterrence fails, to sufficiently punish them for participation in aggression to the degree where their future war fighting abilities are permanently removed.

China needs to ensure that it has enough nuclear weapons to annihate every > 500 000 Western city (US, UK, Canada, Australia, France, Germany + other puppets), and every >1m Indian city

China needs a Fully autonomous AI 'deadhand' perimeter system.... that can only be overwritten if enough authorized high level CPC decision makers deem it to be a false positive detection... So both humans and machine can initiate a launch, the humans can make the machine stand-down, but not vice versa. If the humans are wiped out then there are no one left to issue countermanding orders anyway, so the AI launch automatically goes through after a countdown period etc....

I'm ok with this; game theory indicates US allies and neutral powers would be incentivised to 'encourage' the US to behave rationally and not talk shit about launching 'tactical nukes' on Chinese targets.

It's not insanity. It is encouraging countries to not participate in aggression. If they don't want to be a target then they should declare neutrality, remove belligerent troops from their territories and refuse to provide any material aid to the aggressor.

It's that simple. If they do not then they value being a co conspirator with imperial aggressors over their national existence.
