Indeed, China bought 10's of 1000's of tons in uranium from open market since last decade taking full advantage of falling prices due to confluence of Fukushima disaster and Russian-US megaton to megawatt deal. Once these uranium crossed Chinese border, no questions asked about their whereabouts or status, and no need to say or explain anything on China's part as well. One of the perks of being a P5.

The missile tip looks different. I don't recall seeing that slightly yellow cone on a DF-15 before. I wonder if that might be some kind of new radio wave transparent material.

According to NPT. IAEA safety, oversight and inspection doesn't apply to original P5 within their national borders. They can do whatever they want within their borders, but not outside of their borders, which is the main point of NPT. Per NPT, P5 obligations are all beyond their borders. But all P5 have their own national safety standards, organizations and training for procuring, processing, etc, for the whole fuel cycle. France may be under Euratom treaty as well even though they are not under IAEA inspection. Hope this helps.

How does that new missile work?
Is it specifically targeting enemy Comms? Does it detonate an EMP above enemy comms?
