The Chinese nuclear buildup should prompt the United States to re-evaluate its arms control constraints on its nuclear forces, Fisher said.

“Given the growing degree of military technical cooperation and military-political coordination between Beijing and Moscow, we have to consider that eventually Russia and China could combine their nuclear weapons in a ‘tilt’ to coerce the United States, lets say in a military crisis over the future of democratic Taiwan,” he said.

Not surprising that Fisher advocates the US to re-evaluate...pretty much everything. He always holds that view and any Chinese developments will prompt his calls again.

What I do admire is his imagination that eventually Russia and China will "coerce" the US, say, over the future of democratic Taiwan.

The problem with Neo-Cons and Liberal Interventionists demogaguing China's nuclear forces is if it looks like US can improve its nuclear delivery and anti-ballistic capabilities to the point of upsetting the current balance, China will take countermeasures by improving its delivery technology and increasing the number of missiles and warheads (hypersonic delivery vehicles could support both conventional and nuclear warheads). How that makes Americans safer escapes me.

so, ukrainians sold documentation for mobile icbm ss-24 to china.
df-41 is just a new name for the good old missile;)

earlier they sold them an aircraft carrier along with deck fighter prototype.
and submersible test platform for slbms to north korea.

Actually, he isnt saying that DF-41 is a copy or is based on SS-24. The SS-24 is too big to be road mobile. DF-41 couldnt be road mobile too if it was related to SS-24.

That article is full of it. This wouldn't be a result of countering Prompt Global Strike. The only way would be for the US to start the war if Prompt Global Strike were to have a chance. I've been reading comments to articles about China's ASBM and hypersonic vehicles that say will see them as automatically nuclear and counterstrike with nukes. So China better not use them. Yeah that's a two-way street. The fact is Gertz and crew are in panic over China's hypersonic program and this is just same tactic by him and the likes of Fisher to scare Congress into pouring more money into Prompt Global Strike and other systems.

china has a developed railroad network which constantly grows and their tunnel system is unprecedented.
moving a missile train between two or three underground stations when stay on alert and having a dozen of tunnels nearby to disperse striking elements of the train in case of emergency ...
it would be simply impossible to detect the elements and neutralize this system

Rail mobile ICBMs are cheaper maybe, but certainly not more effective than SSBNs.

cheaper - obvious reasons;
more secure - more than obvious reasons;
much more effective: dozen of pre-surveyed spots of the size of a parking-lot as firing positions provide flexibility for launchers and add uncertainty for the enemy.
plus superior accuracy.

Another ballistic missile test has been scheduled for December 24, 2015. The missile will be launched from the Taiyuan Satellite Launch Center. It is unknown if it is a MIRV test or an interception test.
