Well, improvements could allow the WU-14 (or should it be WU-15?) go faster to Mach 13-15 (the HGV-2 was supposed to go to Mach 20, I think).
It could. I'm not doubting the ability, just that we could infer the actual top speed from the information given. The speed may not be constant, we don't have altitude information etc.
My favorite Commentator, Fong Bing, that guy is totally awesome, so classic Beijinger style like.
He mentioned something every important, like the series of DF missiles by Jane , it publish all its technical aspects and dare China come out to refuse or deny those technical aspect. Same thing with Chinese 093/094 noise level,s western side made it up and dare China to refuse it.

roughly,he saying the power of information is with the western media, he describes the Jane publication of China DF missiles are so technical and made to look like it's legit. And since China won't come out to refute those stats therefore majority of audiences would accept those numbers and stats are real. Another example, US publication listed China has about 250 nuke warheads but China won't come out to defend or deny it so it's widely accepted that's China stockpile. So, he's saying Western publication has power in projecting such and become widely accepted and "reality"
He's saying the timing of the reporting of DF41 is important. He said in his first term Obama promised to cut defense but he didn't do it, so now second term he still hasn't cut much. So, the clock is ticking, therefore the DF41 come out so those working on the missile defense sector won't get cut even thought US already spend too much money over 15 yrs on missile defense and there's no guarantee in stopping Chinese missile, so by publishing the all-mighty, and scary DF-41 , the report will create a state of panic therefore, the missile defense sector can keep their funding even if there are No guarantee they will work.
Finally, he's saying multiple warheads , and capable of destroying many cities in one missiles are the norm , nothing out the ordinary, US and Russia, and others have them already, so even if China has them it's no biggie.
