I'm not clear why Brazil spends money and resource on an aircraft carrier. I say that because Brazil doesn't have maritime disputes with its neighbors, nor is it in danger of seaborne invasions. So, why not spend the money on other military needs?

It is basically a status symbol. Such as, my (fill in blank) is larger than your. Additionally Brazil wants to be a player on the world stage and an aircraft carrier gives clout to your navy.

So, what kind of status symbol does Brazil enjoy by fielding an aircraft carrier it can't upgrade, using A-4s it doesn't modernize?

Well it is a better carrier than the World War 2 Colossus Class they had before. Even though this carrier cannot be modernized, it can still function for 15 to 20 years until Brazil (with either China or France) construct a replacement. So in effect this vessel is a place holder for the Brazilian Navy until they can develop a carrier in conjunction with a strategic partner.

In regards to the aircraft, this is a step above what was utilized before. The a-4s are also a place holder to keep naval aviation alive in Brazil. These aircraft are surly to be replaced by JAS-30 Sea Gripens in the near future.

Things in South America operate differently than in other parts of the world. If you see the carrier and the aircraft as a place holder to maintain a Naval Air Arm, then it makes sense.

The Brazilian Congress votes defense agreement with the United States

The agreement also provides that the defense cooperation between the two countries may include visits by high-level delegations to civil authorities and military contacts at a technical level meetings between defense institutions, exchange of students, faculty, staff training, participation in training events and Improvement, ship visits, holding of sports and cultural events, facilitation of commercial initiatives related to defense and the development and implementation of programs and projects of defense technology.

Cooperation between Brazil and the United States does not provide for the installation or use of Brazilian military bases by the United States. Airbus will be installed in Porto Alegre

The announcement was made by Mayor Jose Fortunati, after meeting with the governor of Rio Grande do Sul, José Ivo Sartori. The Russian company increased its stake after agreeing to a deal with Brazilian oil producer PetroRio, also known as HRT Participacoes em Petroleo SA.

Rosneft acquired its 45 percent stake in the Solimoes project after its takeover of the oil company TNK-BP in 2011, which made it the world's largest oil producer.

In November 2013, Rosneft Brazil and PetroRio made an agreement for Rosneft to obtain an additional six percent in the Solimoes project, raising its stake to 51 percent and giving it the status of operator of the project.

The deal was finally approved by Brazil's National Agency of Petroleum, Natural Gas and Biofuels in July of last year. According to the July announcement from Rosneft, the transaction amounted to $96 million, with Rosneft also acquiring four heli-transportable rigs from the Brazilian company. In addition, Rosneft provided PetroRio with a loan facility of up to $40 million to finance HRT investments inSolimoes for a period of 12 months.

Russia, Brazil discuss joint production of armored police cars

Russia's state arms exporter Rosoboronexport said on Monday it was holding talks with Brazil on setting up a joint venture for manufacturing light-armor police vehicles.

The GAZ-2330 Tigr vehicle, manufactured by Russia's Arzamas machinery plant (AMZ), will be exhibited at Latin America Aero and Defense (LAAD) on April 12-15 in Rio de Janeiro.

"Construction of licensed production and assembly facilities, manufacturing certain armored and motor vehicles and small arms, is evolving into one of the crucial lines of military technical cooperation between Russia and Latin American countries," Rosoboronexport said in a statement.

Rosoboronexport has established mutually beneficial arms trade ties with Argentina, Brazil, Venezuela, Colombia, Uruguay, and Ecuador through active marketing efforts.
