(Defensa.com) Russia aims to significantly expand its presence in the arms market in Latin America. We interviewed Vice General Director Sergey Ladyguin Roroboronexport, the state-owned Russian exports of defense material.

Could you summarize the results were achieved in recent years?

From the moment of its formation in 2000, the company Rosoboronexport, where only special character of Russian arms exporter applies a consistent policy in order to expand relations with the countries of Latin America. Vigorizamos collaboration with Venezuela, Cuba, Colombia, Mexico, Peru, Ecuador and Uruguay. Major contracts to supply helicopters to Brazil and Argentina signed up. Why precisely Brazil?

Brazil is the largest country on the continent and has very important missions to undertake in order to raise the fighting capacity of the national armed forces and promote their own high-tech defense industry. Russia and Brazil are members of the BRICS group and participate in the closely related ideas on the key issues of geopolitics, global security. In addition, there is a great mutual interest in the development of economic relations. In short, all the elements for closer cooperation in the field of defense.

What you can offer Russia in the defensive sphere?

Russia remains one of the few countries that produce the full range of weapons and war materials from infantry weapons and ending nuclear submarines. Judging by the criterion efficiency / cost, we will see that Russian weapons continue to possess very advantageous features compared to its rivals. The more focused aspects of rearmament of partner countries in a comprehensive manner, taking into account the real needs of the customer. But most importantly, we are willing to just technological partnership, joint research and experimental developments. This form of cooperation would give a powerful impetus to the development of defensive industry states, our partners.

Are there certain projects such technological cooperation are now in the process of study?

Well, we have established a dialogue with a number of major Brazilian companies with respect to a list of major projects, particularly relating to the means of air defense. They were held negotiations on the issue of aviation. Incidentally I must say, when we participate in the FX-2 tender offering our modern fighter aircraft Su-35, we proposed a comprehensive program of technology transfer, to the extent that the production of these fighters are organized in the territory of Brazil. But of course, the negotiation process is not developed as fast as we would like. Nothing is more difficult, as you know, to take the first step. I would say that what we are doing now is laying the foundations for future technological cooperation. But we build depth and with an eye to a lasting perspective.

But technology transfer and co-production of other global manufacturers also offer ...

Yes, it is true, but the depth of technology transfer can also be different. For example, India applied for years the policy of diversifying acquisitions and we, being its strategic partner, we very understanding. At the same time, all major projects relating to technological cooperation, such as building program of fifth-generation fighter, but not performed jointly with Russia. And the reason for this, among other things, is because nobody else is willing to actually transfer to India this level technologies. Another aspect is that Russia does not exploit the supply of weapons or technology transfer as a lever of political pressure. We are absolutely independent in our political instrument of military cooperation with other nations and respect the independence of our partners.

The technical project of the new Sino-Brazilian satellite CBERS 4A is ready

(Defensa.com) The technical proposal CBERS-4A satellite, scheduled for launch in 2018, was presented to directors of the China National Management Area (CNSA) and the Brazilian Space Agency (AEB) during a meeting at the National Institute Space Research (INPE) in São José dos Campos. In Brazil, the development of CBERS program lies with the INPE. "We have done studies along with satellite CAST (China Academy of Space Technology, Programme in China) and begun discussions on the detailed design. The CBERS (China-Brazil Earth Resources Satellite) program provides satellite imagery for environmental monitoring, check deforestation, natural disasters, expansion of agriculture and cities, among other applications. According Perondi, INPE and CAST must also submit at the end of the year the technical design of a new family of Earth observation satellites (CBERS-5 and 6, more advanced than the previous ones) in order to continue the program.

The CBERS-4A will be equipped with payloads provided by Brazil and China, and the division of responsibilities in the development of satellites will be 50% for each country. Under the proposal, Brazil should provide new MUX and WFI cameras - that have equipped the CBERS-3 and 4 - and the Data Collection System. China must include a high resolution camera (HRC).

INPE performs its part of the CBERS program in partnership with Brazilian companies, according to their training oriented national industry policy. Built by Opto Electronics, MUX is the first camera that was developed for satellite fully produced in Brazil. It is 4-band multispectral cameras to cover the range of blue wavelengths to near infrared (450 nm to 890 nm) with a resolution of 20 m on the ground and wide strip of land 120 km.

WFI is an advanced version of a similar device developed for CBERS-1 and 2, four spectral bands, ground resolution of 64 m at nadir, and a range of 866 kilometers. The camera offers improved spatial resolution compared with the sensors on board the CBERS-1 and CBERS-2 (260 m in the previous missions), maintaining, however, high time resolution of 5 days. The WFI was built by a consortium of Opto Electronics and Equatorial systems, upcoming Airbus DS group companies.

Brazilian Naval Aviation test the Airbus Helicopters H145

So...they will continue to use the Sao Paulo as they can as it is?

They have the A-4s which are being modernized. They bought the Trackers which are also being modernized.

Are they going to continue those projects?

Seems to me, that they have to determine if the Sao Paulo can operate at all to take advantage of the other things they are doing. If not, unless their plans to get a newer carrier are moved forward, or unless they have decided to move their Naval Air Arm completely ashore, then why spend the money on the A-4s or the Trackers?

Seems like Brazil is having a hard time making up their mind what they really want to do...and what they can really afford.
