in 2006 a Song-class submarine surfaced within 5 miles of US carrier. Is this a result of USN carelessness or the quietness of the sub?

Probably neither.

It was during peacetime and we do not know if the US carrier was actually unaware of its presence.

Better just to pretend it didn't happen rather than speculate about any deeper meaning.

what is the variant of the HQ-16 SAM equipped on the 054A frigates? What is the range of this variant? I've read that the 054A's radar does not have sufficient range for the newest HQ-16FE so it can't be this variant.

We don't know, and don't believe everything you read.

Typically the answer for these kind of questions is we don't know.

054As won't be operating alone and they can use data from the other destroyer radars in the fleet so that's not much of a problem.

Im curious about something. When it comes to description of armaments of ships like 054A, 052D, 055, 056A it always says that there are 2 triple torpedo launchers. But looking at picture of these ships, I can never visually detect these torpedos, can someone help me identify them? Where in the ships are they?

The triple launchers are hidden behind panels (#18 point, in the first image below) that are normally flush with the hull.

The panels open, revealing the triple launchers, the launchers are trained, torpedoes are fired, and the panels are then closed.

It's much more than that, but you get the idea :)
