nice report here on the plans for a huge data center cluster in Gansu. Expecting 200B RMB investment by 2030 w/ 20.8EFLOPS of computation eventually and 800k main frames. They already signed up many major players to build data centers and 78 customers

According to this, China Telecom has over 700 data centers, 300+ edge DC and 3.8 EFlops of computation by end of 2022 and will have 6.2 EFlops by end of 2023.
China mobile had 8.0 EFLOPS by feb 2023 with this 760k cloud server machines.

Look at the West's criticism of TikTok pointing to the Chinese original version, Douyin. Douyin, they charge, is educational while TikTok is a reflection of Western culture. They charge it's a conspiracy by China to destroy Western society. No, TikTok is a refection of Western values just like US artificial intelligence is a refection of American alt-right incel male rage that wants to see the world burn. It's a Rorschach test of summing up how they see the world.

The West is upset that China wants its own AI when they expect China to embrace theirs. China ain't forcing its AI onto them yet they're upset that an alternate AI existing when it should be only theirs like God. There can be only one true AI. And like intelligence they hate technology. Technology exists to make life easier which also means independence from them. And of course the hypocrisy of is all it they can have AI and technology and independence but you can't because they're the only ones that are responsible enough to have them...

Western nations typically fear AI because most of their jobs are service sector and are most likely at risk. In free market capitalism there is no safety net for people who's jobs become redundant. You either retrain (at your own expense) or face poverty.

People will have a hard time adjusting. At least in America, most working age people don't possess the aptitude or the willing attitude to convert to a computer science related job. A lot of Americans didn't even take Algebra 1 until their junior or senior year in high school. You raise this prospect with people it's either called fear mongering or only possible 50 years later.

Do you remember the campaign where journalist and writers told miners just learn to code? Then some later a lot of US news papers had to fire a lot journalist and writers and the miners had their revenge by telling those same writers and journalist what's the problem "just learn to code" some writers and journalist had a freaking melt down on social media.

They mentioned turning Appalachia to the Silicon Valley of the Eastern US. Very cringe to look back on now.

Huawei advertising that Ascend-910+Mindspore is better than A100. Also that Ascend-910+PyTorch is just a little worse. This is using Atlas 900 A2 cluster. Pretty impressive stuff. Now, since LlaMA was created by Meta at end of last year to start of this year, I would say these comparisons are most likely done in the past couple of months.

The point is that Ascend-910 is already good enough for large scale training and that Ascend-920 should be a real competitor to H100.

Those new silicon valley projects always fail. We had a few of those here in Europe too. All of them became places American and existing European technology firms open up offices to pay less taxes. They are full of call centers (very high-tech!!!) We never got tech clusters with high start-up activity. The only place that actually became like Silicon Valley is Shenzen.

BTW, recent start-up fad is mostly a scam and I believe the Silicon Valley and California are way beyond their golden ages.

Subsidy farming happens in all sorts of industries. Companies come to a place because of subsidies and tax benefits and as soon as these end they shut up shop and move on.
