You've misunderstood. JL doesn't mean “julang”; it's an abbreviation for another term, Jinglei, meaning “sudden thunderclap.” It signifies immense power and a surprise attack. This missile's name originates from Mao Zedong's poetry, just like julang, but I can assure you they are entirely different things.
