Hot pursuit applies when a crime happened within a foreign country's borders and the country is hunting down the suspect's vessel.

- No crime happened inside Japanese territory
- Japan wasn't hunting anyone
- People being hunted run fast, the 09III sailed at ~5 knots, not 30
- The 09III wasn't running, it was on a relaxing stroll
