I dont think that is full load displacement. Rather standard one, so full load is probably around 5k tons or so higher.

Also big stick(navy ships/naval commandoes etc) can be used like in recent Sudan for rescue/evac of Chinese nationals an others in showing you're deadly serious in protecting your people/interests and no shitty little warlord will murder/rob/rape kidnap them
